In many areas of the game you'll find hints that the developers wanted to make Planetside 2 based around sidegrades and skill-based play. Weapons that are considered upgrades to the stock or default having little downsides which don't seem to have any other purpose than to suggest this, for example.
On the other hand there are direct upgrade sections like the suit slots, implants, items (ie. health kits and mines), and ability slots which give the player avatar strength. Avatar strength is the complete opposite of skill-based strength as numbers decide combat rather than technique.
I'm still not sure whether Planetside 2 should center around avatar strength or skill based tactics but I do know that this twisted mixture they've got going isn't helping!
