Create new doc 1920x1080

Go to Brush Tool and select different brushes.

Open the photo you gonna use.
Ctrl+J to duplicate the layer

Move the photo into the image you created

Create a new layer and fill it with white ( Ctrl + Backspace )

Select the layer that you created
Go to Select - Color Range
- Fuzziness: 200
click OK and inactive the layer

Select the white layer and invert the selection ( Ctrl + Shift + I )

You can use Transform Tool ( Ctrl + T ) to resize the photo.

Create a new layer and use brush tool.. paint and change the blending mode to

screen or whatever looks good for your photo.

You can use Gradient tool as well.
